How should I translate this? Is っと short for というと?This is the first sentence in the manga, so I wasn’t sure how to parse the Japanese. 口語 tends to throw off my language powers.

Lots of good advice and encouragement from the Bunpro community, to which I’d like to add — shadowing.
As you listen to a Japanese audio track, you speak aloud what you’re hearing. There’s no time for translating in your head as you’re totally focussed on hearing and reproducing what you’ve just heard. If there are words/phrases you don’t understand, just mimic the sounds as best you can. The main thing is to keep going (i.e. don’t pause or rewind the audio).
5–10 minutes of shadowing per day will start to give you solid results, not only in helping to tune out your inner translator but in upping your listening skills too. Win-win!
A good place to start shadowing is NHK Web News Easy. NHKやさしいことばニュース | NEWS WEB EASY
