Over the last few years Tokugawa Iemitsu had been tightening up the さこく(Isolationist policy). A strong motivation for this was the ongoing fear of religious influence (particularly after the Shimabara Rebellion) and invasion by religious missionaries. The Tokugawa also wanted to maintain complete control and peace over the country without any other outside disturbances. Ship building was banned in an effort to stop overseas travel or trade, and explicit permission was needed to build ships for internal trade or transport. Trade was strictly limited to a few ports in western and southern Japan. After the Portuguese were kicked out, the Dutch were the primary European traders and operated through Nagasaki. The Chinese had trading areas in Ryukyu islands and a large area in Nagasaki, and even a Chinese residential district in the city. Trade with Korea was permitted and was also done through Nagasaki. These were really the three primary foreign trading partners allowed under the new policy. The Portuguese even sent a ship to see the Shogun in protest of the ban from trade with Japan. The ship was captured and burnt down, and the whole crew executed. In the areas where trade was permitted, ‘trading towns’ were built in order to keep the foreigners away from the rest of the country, and usually treated very poorly. Finally, all foreigner were just banned from the entire country, except for Chinese and Dutch.
