In 1647, 7 years after the Portuguese sent their doomed ship to the shogun to try to discuss trade, they sent several warships to Nagasaki to try to force negotiations. Shogunate forces formed a blockade of almost 900 ships around Nagasaki, and “negotiations” were over very quickly! This did encourage the Japanese to increase security forces around Nagasaki and other trade ports for fear anyone else tried to force their way through due to the tight seclusion policy.

In 1651 Tokugawa Iemitsu died, leaving his eldeest son to become Shogun, Ietsuna. However at teh time he was only 10 years old, and so a small council was set up to assist in his leadership untill he came of age, but even then he still had a lot of power rin the council.
At around the same time, and to take advantage of this change in government, the Keian Uprising was was brewing among poor discontent out of work Ronin. As so many Daimyo and lower lords had been displaced, and lands transfered over the last few decades (all the way back to Sekigahara), there was always a large number of Ronin who found it increasingly hard to find work and pay. The plan by the leaders of the uprising was to sneak in and set fire to Edo castle and charge in during the confusion to kill the high ranking lords and officials there. Unfortunately for them the plan was discovered before it even started. One of the leaders was captured and executed, and so few of the others comitted sepuku, and their families tortured. It did bring to light the need to adress the Ronin problem, and instead of just trying to kick them all out of the city, the Shogun council actually put in policies to help them gain employment again, so a postive outcome!
