Attacks against foreigners was increasing as a means of protest against allowing them into the country freely, but also against the treaty agreement of ‘extraterritoriality’. This meant foreigners from the countries within the treaties were exempt from local laws and its punishments. The Namamugi incident (or Richardson affair) occurred in 1862 and resulted in the death of British merchant Charles Richardson, though this was not a random attack, but had widespread consequences. Richardson was travelling with 3 other British companions (merchants and his sister-in-law) when they encountered the entourage and Daimyo of the Satsuma domain, Shimazu Tadayoshi. Lennox continued to ride along the side of the road past the front of the retinue, right up to the main body. He was repeatedly gestured to dismount by Shimazu’s troops, but when he ignored them and continued, he was attacked by one of Shimazu’s close bodyguards and killed immediately. The other 2 male merchants were attacked and wounded but were able to get away, and Richardson’s sister was unharmed. Of course, the Japanese argued upon investigation that Richardson was completely out of line, disrespectful, and a potential threat by approaching Shimazu’s palanquin. The British government argued that he should have been protected by the extraterritoriality agreement. The British demanded the execution of the perpetrators and trial for Daimyo Shimazu, and for compensation. After months of deliberation (for once all sides of politics and the people agreed on something: that this was entirely Richardson’s fault and there was no blame to the Japanese government or the Shimazu clan), the Bakufu ‘agreed’ to pay £100,000 in compensation. The Shimazu clan however, refused to apologize and ignored their demands. The British Royal navy then sent ships to Kagoshima (the capital of Satsuma domain), where they captured several Satsuma ships, but after they were fired upon, destroyed the ships and bombarded Kagoshima, destroying hundreds of houses. The Shimazu ended up borrowing money from the Bakufu to pay compensation, but the individuals involved in the original incident were never given up for punishment, and they even ended up with trade agreement with the Brits as they were so impressed with their naval technology.
