A question about the study question 「あと、____二人必要です。」

Hi! The English for this question was “A word which indicates being in the state of something having being completed.” I see how that works when もう is used to mean “already” or “yet”, but I don’t see how it’s helpful when the meaning is “more” or “further”. Or is there some esoteric connection I’m not seeing here?
