I think it would help placeholder memorization if the order of meanings was consistent:
Verbs
I Adj
NA Adj
Noun
Currently this varies from rule to rule.
e.g.
a. Adjective + なる, to become - puts NA Adj first.
b. Conjugations, to not…and…, not…and - puts I Adj first
