I only remember Shakespeare was considered C2 in my english class back when I was studying english in school, so I inferred the “historic literary works = C2” argument from that. But of course I dont know for sure if thats the same for Japanese.

Thats true. The global stats arent a perfect measurement since not everyone starts using bunpro at the same stage. People who have studied for longer or discovered bunpro later on will probably bump the average N5-N4 rates up, though they could also just skip them entirely.
