So, is there a difference between the two grammar points below?
The reason I ask is because I can’t seem to understand the difference between these two grammar points. Please accept my excuse, but they do seem vaguely similar.

I think they should be merged into one. The difference is basically just politeness in my eyes.

The second is an extension of the first. It is just unclear templating that seems to draw a distinction between the just of だ and です when the real focus is the on the added phrase in the second and the nuance change that brings.
But what is the nuance change? The explanation on both points is basically identical.
Yeah I think you are right, I misread part of it. Looking through the example sentences it still seems like there is an attempt to tease out the excuse portion and the simple cause version of the meaning. That I imagine is purely contextual anyways.
