It’s a cultural reference:
42 is the Answer to Life, the Universe and Everything calculated by a supercomputer in the Hitchikers Guide to the Galaxy.
69 is from the answer “69 dudes!” in Bill and Ted’s Excellent Adventure to what number they are thinking of when they meet themselves travelling back in time.

I still don’t understand why a random XP number with a correlation to weed, sex or the answer of life should prevent someone from learning?
