The 決して here of course tells me that 忘れはしまい is something negative. What exactly does this mean? What’s the rule for conjugation here?

It’s a Grammar Point called まい, the negative volitional form. ジョースターさん here is being very formal, so of course its a bit of a roundabout (no JoJoke intended) usage. He’s saying he really won’t forget this favor/debt. The way we reach that is as follows:
忘れる → to forget
忘れ → a forget (stem/noun form, kinda like how 切る can be “to cut” and 切り “slash”)
忘れは → as for a forget
忘れはする → very roundabout (again, no JoJo pun intended) way of saying to forget
忘れはし → verb stem of する
忘れはしまい → まい attached, so it gives the negative volitional
