The example was looking for "何々＋つもりはなかった”, however I am wondering why in this case "negative(short)＋ つもり” or ”何々＋つもりじゃなかった” does not also work.

I think it’s like the difference between “I don’t intend to catch a cold” and “I intend to not catch a cold”. Also, you didn’t put your answer in past tense.

True, but past tense aside why doesn’t “引くつもりじゃなかった” work then?

This form is more like “It was not my intent to catch a cold”
You can think of つもり as an accumulation of intention or as a plan to do something in the future. So it’s more like saying “It was not my plan-to-catch-a-cold”
じゃなかった works just as fine, but 〜つもりはなかった emphasizes that it was not at all in the agenda to proceed this way.
