Question about ~ていては Example Sentence


I feel like I’m not really grasping this particular usage of ていては for the example sentence provided. I assume this is for the “when/if” usage of the term, but most of this explanation and examples are for “if one keeps doing”, so it just been a bit difficult to understand this particular nuance ^^;

My understanding of this is making this read like … “If you keep starting in advance, shall you?” which is wrong
