I don’t get what the difference between including (くらい / ぐらい) and not including (くらい / ぐらい) is?

The only difference is that は by itself can only follow number + counter, while くらい/ぐらい can follow both, number + counter and nouns (when it means at least…).
So in other words, くらいは・ぐらいは can always replace は, but は cannot always replace くらいは・ぐらいは。

And in the cases where it’s interchangeable, is there any difference between くらい/ぐらい+は and just は? Thank you for the answers, btw!
