Sentence understanding help

I found this sentence on jisho.org

私は1時間ではその課を全部は理解できない。
I can’t absorb all of the lesson in an hour.

Why is は 3x in here, seems like too much. Is there a better way to say this?

You have to take any sentence on jisho (and similar J -> E dictionaries) with a grain of salt. Many of them are written by non-natives and are not verified by native speakers either.

私は1時間ではその課を全部は理解できない。

1st は:
Topic particle(or/and contrast particle).

When there is more than one は in the sentence, the first one is normally the topic.

2nd は, or actually では(which is a compound of で + は, there are many other uses of では, for example, では contraction of それでは :

but this one always takes the first position in the sentence).

This is the definition:

Verb[て] + は、+negative expectation・negative comment

(You can write であるとすれば instead in very formal writing.)
