I was reading my Japanese kids book and came across みてたとき。
Is it like [verb]ていた?
Full sentence: その日、本屋さんでお化けの話の本をみてた時です。

Yep this is the casual form of the past tense for みている、みていた。Japanese tends to remove a LOT of かな if it is A- obvious, or B- easier to say.
This is a mixture of both. てた is much easier to say quickly than ていた, and the い part is obvious because the speaker is telling you in detail what they were doing.
ok cool, thank you.
