[verb]+そうと

In 鬼滅の刃 Book 2 Tamayo says:

私は鬼を増やそうとはしていません。

which Google Translate helpfully turns into:

I’m not trying to increase demons.

However, being in between N5 and N4 I’m not sure if I entirely understand how “+そうと” turns verb into “trying to …”. Does anyone have an idea?

Ah, maybe it is a ”とは” grammar point instead?

No, I think it’s closer to this one:

The は throws it off a little, but it could be that I’m also wrong or that the は is a mistake? Hopefully someone else can chime in.

Yeah it’s that grammar point in negative. The は particle is a tricky one, it can insert itself in many places. When between conjugations of verbs/adjectives, it’s usually for comparison or emphasis.
