Unsure which one the SRS is asking for every time.
Only mention on grammar point page is that
‘However, in formal/scientific writing, the する (and の) may sometimes be dropped.’
Am I missing something?

It’s basically looking out for how the rest of the sentence is being connected.
When it’s just 化 it’ll be treated as a noun, whereas +する will be treated as a verb. To provide a concrete comparison:
JP: 私は仕事で書類をデータ化する。
EN: At work, I digitize documents.
Vs.
JP: 私は仕事で書類をデータ化。
EN: At work, I digitalization documents.
The latter is of course ungrammatical, but exactly because it would be ungrammatical it’s easy to tell which one is the right one!
