For this sentence, かるくみえる is accepted, but かるそうにみえる is not. Is there a difference in when the two versions are appropriate or is it just a missing accepted answer?

Nice find! This example, as well as some others, were missing そうにみえる as an alternative answer. I have updated the grammar point to catch these answers. Cheers!
