The answer BP is looking for is “はらわないといけない”. I don’t understand why my given answer is not correct, is it because のです acts as a sort of nominalization and can therefore not be used after the と particle?

Yep, your guess is correct, the の there is the nominalizer の, and so standard nominalizer rules apply here as well. The answer is in the ~のです/~んです grammar point, but strangely enough, bunpro doesn’t explain that it’s a nominalizer there. Tofugu’s article on this topic does.

We talk about の being a verb nominalizer in one of the lessons on の itself, but this is not reiterated in the のです lesson specifically. This is something that we could perhaps improve about that explanation. I will make a note to add it in!
