Why is と here?

I’ve never seen と be used in this way. Why is と after 暑い?

明日は暑いと思います
I think it will be hot tomorrow.

I’m not great at grammar so there’s probably a use of と that I don’t know of :woman_shrugging:

There’s also a similar sentence but this time it has だ in front of と:
明日は多分雨だと思います
