There’s a fundamental disconnect between the sturcture details of this grammar point and several of the example sentences. Ever single structural example shows a pairing of contrasting words (expressed various ways), and yet there are multiple example sentences that do not follow this pattern:

お天気に関わらず雨天でも、例年通り、マンション周辺の草取りを行います。
《広告》会員の有無に関わらずこのジムの開店記念日のため、今週のみ入場無料の行事を実施します！
点数に関わらず、参加しただけで合格できる試験もある。
実力に関わらず仕事を与えるから、かなり効率が悪い。
流行に関わらず、彼は昔からああいう格好をしています。

I think the structure details are in need of revision to better accommodate the two different patterns.

Why are 'のいかんにかかわらず・のいかんによらず・のいかんを問わず ’ not correct as an alternative to ’ にかかわらず’ in the following sentence?

点数に関わらず、参加しただけで合格できる試験もある。
