In the example sentence

英語どころか日本語もちゃんと喋れていない気がする。

It is translated as

Far from speaking English, I feel that I can’t even properly speak in Japanese.

However, I was wondering if 気がする can be used for one’s own perspective on themselves? When I read this sentence, I initially thought the speaker was talking about someone else’s ability to speak languages.
