They seem to be interchangeable and spelled the same, are they just the same grammar point?

Very good question.
There are two uses of とか:
- conjunction (“and”, “something like”), used to list items (with nuance of not mentioning all of the elements from the group, just few among many) or to “soften” utterance (好きな女の子とかがいるの？ Do you have something like a girl you like?)
- bringing someone’s utterance (quoting,“I heard that”) and expressing speakers unsureness about the extact contents (basically contraction of とか言う)
