において・における Usage Question

Hey folks, I had a question regarding the “on/at/in” usage of において・における from the N3 lesson 8. With the following sentence:

"東京における 環境についての会議を行います

A meeting concerning the environment will take place in Tokyo."

I’m curious why the usage of における takes place here instead of simply using で, what does using the grammar point communicate here?

における・において is generally used in formal writing and speech, like announcements etc. :grin:
It communicates that something is not trivial.
