にあった is a very common construction that can be used with lots of different meanings. It can be handy to know the main kanji for this construction as soon as you start coming across them regularly. に合った、に遭った、に遇った、に会った.

Seems I made a common mistake I can do with longer sentences: not recognizing how much of a sentance is ‘grouped’ together or modifying a noun. In this case it looks like the whole first part is describing the area 地域, followed by (で) ‘please use’ 利用
Therefore it should be more like: Please use in the area… where the frequency matches the rated frequency.
Is this a correct assesment?
