The は used in 又は is an example of the contrastive use of this particle. また keeps it’s original meaning as ‘additionally’, and は adds the nuance of ‘you could (B)’. ‘(A) Addtionally you could … (B)’. Although it is not a strict rule, when は is used toward or after the middle of a sentence, it is likely to be showing contrast.

The で in this sentence is behaving a little differently to what most of us are used to seeing here. While it is still keeping its meaning as ‘with’/‘by’, it is referring to a situation/plan of action, rather than an actual tool/impliment. ‘To entrust with doing ‘by’ the same plan as always’.
