Seems I made a common mistake I can do with longer sentences: not recognizing how much of a sentance is ‘grouped’ together or modifying a noun. In this case it looks like the whole first part is describing the area 地域, followed by (で) ‘please use’ 利用
Therefore it should be more like: Please use in the area… where the frequency matches the rated frequency.
Is this a correct assesment?

I don’t think it is talking about watts. I’m pretty sure the warning exists due to Eastern Japan using 50 Hz AC and Western Japan using 60 Hz AC. 周波数 would refer to the frequency of the alternating current’s waveform.
