Generally speaking, the sentence final verb indicates the overall tense and speech style. Some grammar forms require the use of short/casual forms but do not necessarily determine the politeness level of the utterance.
Sometimes where conjunctions do allow for the ます form to be used, it will generally carry a very formal tone.

Hi!

It does sound a bit strange to me, though I’m still a パダワン, maybe not young, but still a パダワン. I also feel that this construction is not the proper one to convey the meaning of your sentence.

Maybe it is the “留学すること” part, which might be replaced by a noun that expresses the same thing? 仕事を辞めるか辞めないかは" could be simplified to “仕事を辞めるかどうか” as well.

Or it could be that this “depends on” is not one associated to a decision based on a situation that might or might not happen but to an “entity” (person, location, season, quality, opinion,…) as it requires a noun before によって. とにかく, let the 先生 speak!

I haven’t actually gotten to に yet and I’m never sure if I’m actually using it right, but I also don’t have it in me to make up sentences from whole cloth (vs “hi this is what I did this week”) so any notes would be helpful. Grammar’s definitely my weakest point…
